罚款和 demerit points 是同一交通 offence 可能触发的两条后果：一条是金钱债务，一条是驾照记录。付清罚款通常不会把 points 买掉；points 达到门槛时，可能出现 suspension。
两条轨道

收到 notice 后按这五步
- 确认 notice 上的人和车；若不是实际驾驶人，及时查看 nomination 规则。
- 查该 offence 是否带 points，以及 points 数量；不要只看 fine amount。
- 查看当前 licence record 和 licence type 的 threshold。
- 如果申请 review 或选择 court，确认该动作对 due date 和 points 何时记录有何影响。
- 收到 suspension notice 时，另行阅读 election、appeal 或 good behaviour 期限。
NSW 与 ACT 都从零开始“加分”
两地的 demerit systems 都是新驾照从0点开始，发生 offence 后增加。NSW 不同 licence 类型有不同 threshold；ACT full licence 通常在3年内累积12点或以上会 suspension，其他 licence 门槛更低。double demerit、good behaviour 和 offence date 的处理也要看当地规则。
记录习惯：保存 notice、nomination、review outcome、付款凭证和 licence history。跨州 offence 也不要假定不会影响本州驾照。
