
Slack is capacity not fully committed to the routine plan, so it can be used immediately when circumstances change. It may look idle, yet it allows a system to respond without dismantling its arrangements whenever something unexpected occurs.
If a bus route leaves no turnaround time at the terminus, a few minutes lost to traffic on one run carry directly into the next and can accumulate throughout the day. The pause transports nobody, but gives the bus a chance to recover its timetable. Slack matters not because it is empty, but because it absorbs ordinary variation and stops a local deviation spreading through connected activities.
Slack differs from a buffer, which temporarily holds work not yet processed; slack preserves processing capacity not yet used. It also differs from redundancy, which usually provides another replaceable component. Too much slack costs resources, while too little makes efficiency depend on everything going smoothly. To decide whether it is waste, ask how much is reserved, what variation it covers, and what chain of consequences follows when it disappears.
