Visa announced on 13 October that its China-based entity, Visa Information Technology (Beijing) Co Ltd, had received approval from the People's Bank of China to begin formal preparations to establish a domestic bankcard clearing institution. Reuters reported that the central bank's website described the decision as an administrative approval for preparatory work. It is not a bankcard clearing business licence, and does not yet permit Visa to operate domestic clearing services in China.
Under China's staged licensing process, Visa must complete its preparations within one year and then apply to open for business. The People's Bank of China and the National Financial Regulatory Administration will review that application, with a bankcard clearing business licence issued only if it is approved. Completing the process would place Visa alongside the American Express and Mastercard-related institutions already admitted to China's domestic bankcard clearing market. Reuters reported that China UnionPay currently dominates domestic bankcard clearing.

The New South Wales Government introduced the National Park Estate (Great Koala National Park Reservations) Bill 2026 into state parliament on 13 October. The proposal would add more than 178,000 hectares of state forest and other Crown land on the Mid North Coast to the national park estate. Combined with existing parks and reserves, the protected area would exceed 475,000 hectares. The government estimates that the newly added area contains habitat for about 12,000 koalas, 36,000 gliders and more than 100 threatened species.
Most of the added land would be reserved as national park, while 13 per cent would be designated regional park to retain more intensive recreational uses, including camping, trail-bike riding, four-wheel driving and dog walking in selected reserves. The bill would also allow the environment minister, in appropriate circumstances, to approve motor-racing events on existing roads in regional parks, and would provide a pathway for eligible Forestry Corporation staff to move into suitable NSW National Parks and Wildlife Service roles. Final creation of the park is conditional on registration of the associated carbon project by the federal Clean Energy Regulator. Parliament is expected to debate the bill next week, and the state government hopes to gazette and open the park by the end of 2026.

US District Judge Ana Reyes ordered a temporary halt on 12 October to further tree removal at East Potomac Golf Course in Washington, DC. The Associated Press reported that the order initially ran for 24 hours, that the judge said it could be extended to 14 days if necessary, and that a further hearing was scheduled for 19 October. Relevant Interior Department and National Park Service officials were asked to explain the decision-making and notification process.
Reuters reported that about 500 trees had been removed over the preceding weekend. The judge said she had required the government in May to give advance notice before substantive construction work, but had not put that requirement in a written order. She therefore had not yet begun contempt proceedings, while issuing the temporary order to prevent further cutting. The DC Preservation League, which brought the case, alleges that the renovation bypassed environmental laws and damaged a historic public space; the court has not determined those claims on their merits. A National Park Service official said the removals were intended to improve safety and restore the course's original design under a 2019 cultural landscape report that predates the current administration's renovation plans.
