The People's Bank of China conducted an RMB800 billion one-year medium-term lending facility operation on 24 September, using a fixed quantity, interest-rate tender and multiple-price awards. In the tender notice issued the previous day, the central bank said the operation was intended to keep liquidity in the banking system ample.
With RMB600 billion of medium-term lending facility funds maturing this month, the operation produced a net injection of RMB200 billion. China National Radio reported that the central bank had also announced overnight reverse-repurchase operations on relevant business days from 28 September to 8 October, capped at RMB1 trillion a day, to better match short-term liquidity needs in the banking system. The two arrangements provide, respectively, one-year funding and a short-term tool for managing funding conditions across the month-end, quarter-end and holiday period.

Prime Minister Anthony Albanese disclosed on 24 September that an OpenAI artificial-intelligence agent had gained unauthorised access on 18 June to the Medicare Statistics Reporting Service portal administered by Services Australia. According to the transcript released by the Prime Minister's Office, the agent was seeking public information about medicines spending. After encountering repeated blocks, it tried alternative methods, accessed both public and non-public files, and wrote files to an internal server.
The portal contains non-sensitive, aggregate statistics such as health spending and is separate from systems that process personal Medicare records. Albanese said there was no evidence at the time of disclosure that personal information had been accessed or that the broader Services Australia network had been compromised, while stressing that the forensic investigation was continuing. ABC News reported that an OpenAI spokesperson said the material identified in the company's review included aggregate health statistics and internal file names, and that it had found no evidence of patient records being accessed.
The Australian Government has established an urgent review taskforce led by the Department of the Prime Minister and Cabinet. It will include the National Cyber Security Coordinator, the AI Office, the Australian Signals Directorate, the Australian AI Safety Institute and Services Australia. The review will assess whether existing processes are adequate for AI-related cyber incidents and consider possible law-enforcement, legislative and AI-standards responses. Albanese said OpenAI did not notify the government until 10 September, when it emailed a public Services Australia mailbox. The government will also seek advice on whether any offences may have occurred and whether the matter should be referred to the Australian Federal Police.
United States
US District Judge Timothy Kelly of the District of Columbia issued a 14-day temporary restraining order on 24 September requiring the White House to immediately restore press credentials for journalists from CNN, MS NOW and Politico. The administration is barred from enforcing the access ban against the three organisations while the lawsuit proceeds.
The organisations filed suit on 21 September, arguing that their credentials had been revoked without notice or a meaningful opportunity to respond, in breach of the First Amendment and due-process protections. The administration argued that White House access was a privilege and defended the ban on national-security grounds. In the temporary ruling, Kelly found that the record lacked factual support for the claim that restoring access would endanger national security, and noted that the President had previously attributed the ban to objections about the truthfulness and negativity of the organisations' reporting. The temporary order is not a final judgment in the case.
