Xinhua published the revised Regulations on Emergency Response, Investigation and Handling of Electric Power Safety Accidents under authorisation on 4 September. The State Council executive meeting approved the revision on 21 August, and State Council Order No. 845 was signed on 30 August. The revised regulations take effect on 1 January 2027. They replace rules in force since 2011 and cover accident prevention and classification, reporting, emergency response, investigations and legal responsibility.
The revised regulations extend beyond conventional power enterprises and electricity users to cover other grid-connected entities. A 4 September explanation from the National Development and Reform Commission, Ministry of Justice and National Energy Administration identifies distributed renewable generation, new energy storage and virtual power plants among those entities. They must comply with unified dispatch, follow relevant standards and technical specifications, investigate hazards, and meet duties relating to accident reporting, emergency measures, repairs and restoration. Electricity dispatch organisations at provincial level or above must immediately report accidents within their dispatch jurisdiction to the national energy authority or its regional office.
The rules also specify priorities when restoring supply after a large-scale outage. These include auxiliary power for important generating plants, major transmission and transformation equipment, the backbone grid, important electricity users, major cities and key regions. Accident investigation reports must be released to the public in a timely manner as required by law. Within one year after an investigation report is approved, the national energy authority or its regional office must assess implementation of the prevention and rectification measures and publish the result.
Australia
The Reserve Bank of Australia formally designated Linfox Armaguard Pty Ltd as a regulated entity under the Cash Distribution Framework Act 2026 on 3 September. The legislative instrument was registered and came into force on the same day. The RBA said it consulted both the Australian Competition and Consumer Commission, as required by section 16 of the Act, and Armaguard before making the designation.
Armaguard supplies cash transport, processing and related services to banks, retailers and ATM networks. The designation places the company within the cash-distribution framework and subjects it to obligations and requirements intended to support a sustainable, resilient and efficient cash distribution system. The Act commenced on 27 August. It allows the RBA to designate entities with a significant role in the system and provides a regulatory backstop when market participants cannot resolve threats to the continuity of cash services themselves.
The direct legal effect of the decision is to confirm Armaguard as a regulated cash service provider under the framework. The designation and its explanatory material are recorded on the Federal Register of Legislation as instrument F2026L01155.
United States
The US Department of Transportation published a final rule on 3 September changing how airlines report the causes of flight delays and cancellations. The rule implements section 511 of the FAA Reauthorization Act of 2024 and takes effect on 19 October. It removes ten defined events from the existing Air Carrier causal code and creates a separate “section 511(b)” reporting category for them.
The ten events are aircraft cleaning necessitated by a passenger's death; aircraft damage from extreme weather, foreign-object debris or sabotage; a baggage or cargo system outage beyond the control of the carrier or its contractor; a cyberattack where the carrier complies with applicable cyber-security regulations; an unexpected shutdown or failure of a government system; overheated brakes following a safety incident; unscheduled maintenance that cannot be deferred and must be addressed before flight; a medical emergency not caused by the carrier; removal of an unruly passenger; and airport closure because of volcanic ash, wind or wind shear.
The Department said the final rule does not add reports or change the airlines and flights covered by the existing reporting regime. Thirteen carriers are subject to the requirements in 2026. The change instead redraws the causal categories so that delay and cancellation data published by the Department reflects Congress's distinction between events within airline control and the ten statutory exclusions.
