The Tibet Autonomous Region emergency management authorities reported that, as of 1 am on 29 August, the debris-flow disaster at Gyirong Port in Gyirong County had killed seven people and left 554 missing. Two residents of Resuo village had been rescued. China’s Ministry of Emergency Management said on 29 August that a heavy urban search-and-rescue team deployed with the National Fire and Rescue Administration was continuing to search rubble and examine priority areas. An advance group that reached the centre of the disaster zone on the afternoon of 28 August began searches with rescue dogs.
The disaster began on 26 August with a glacier collapse on Langtang Mountain in Nepal. Xinhua’s on-site report cited experts who said the collapsing ice entrained glacial sediment as it moved through the valley, developed into a debris flow and entered the river system before striking Gyirong Port. Material from the collapse blocked a river and formed a lake. By the time of an on-site inspection on 28 August, the lake was overflowing naturally, although small debris flows were still occurring nearby and further rain could trigger localised events.
Reuters reported on 29 August, citing China’s water authorities and state broadcaster CCTV, that satellite images showed the lake at the confluence of two rivers had contracted from about 120,000 square metres on 28 August to about 99,000 square metres early on 29 August, reducing the immediate threat of a breach. Technical staff from the Ministry of Natural Resources had also identified another body of water exceeding 120,000 square metres below the glacier-collapse area; its depth had not been determined. Search operations and monitoring are continuing together, and the reported casualty and missing-person figures remain subject to updates from the site.
Australia
The Australian Department of Climate Change, Energy, the Environment and Water released the March 2026 quarterly update of the National Greenhouse Gas Inventory on 28 August. It estimates national emissions of 455.6 million tonnes of carbon dioxide equivalent in the year to March, down 7.5 million tonnes, or 1.6 per cent, from the previous year and 25.0 per cent below 2005 levels. The report also gives a preliminary estimate of 452.4 million tonnes for the year to June 2026, 1.8 per cent lower than a year earlier. That estimate will be revised when the next quarterly update is published in November.
Over the year to March, electricity emissions fell by 3.7 per cent, or 5.6 million tonnes of carbon dioxide equivalent. Fugitive emissions fell by 3.3 per cent, agricultural emissions by 1.0 per cent, and stationary energy emissions excluding electricity by 0.2 per cent. Transport emissions rose by 0.2 per cent, while emissions from industrial processes and product use increased by 2.1 per cent. The department linked the fall in electricity emissions to increased renewable generation and the displacement of coal and gas generation. It attributed the transport increase mainly to greater road-diesel use and domestic aviation activity.
The quarterly inventory forms part of Australia’s National Greenhouse Accounts and is prepared under emissions-estimation rules adopted under the Paris Agreement. The report says Australia had used 60 per cent of its 2030 emissions budget by March. In trend terms, national emissions in the March quarter were 1.2 per cent lower than in the December 2025 quarter.
United States
The United States Court of Appeals for the Ninth Circuit ruled on 28 August in KalshiEX’s case against Nevada gaming regulators, affirming a federal district court’s decision to dissolve a preliminary injunction. The result permits Nevada to apply its state gambling laws and regulatory requirements to Kalshi’s sports-event contracts while the litigation continues.
Kalshi argued that it is a designated contract market regulated by the Commodity Futures Trading Commission, that its sports-event contracts are products governed by the federal Commodity Exchange Act, and that federal law pre-empts state gambling regulation. The three-judge panel found that Kalshi had not shown that the Act was likely to pre-empt Nevada’s regulation of the sports contracts. The opinion said the contracts were not “swaps” for which the Commodity Futures Trading Commission has exclusive jurisdiction under the Act.
The court sent Nevada’s challenge concerning election-event contracts back to the district court for further consideration, so the ruling did not finally resolve regulation of election contracts. The Associated Press reported that Kalshi said it would seek further review; meanwhile, trading in its sports, entertainment and election-event contracts remains blocked in Nevada. The Ninth Circuit decision concerns interim relief and the allocation of regulatory authority in this litigation; it does not establish a single nationwide regime for every prediction-market product.
