Chinese authorities continued rescue operations on 27 August at Gyirong Port in Gyirong County, Xigaze, in the Xizang Autonomous Region. Xinhua, citing preliminary figures from local authorities, reported that three people had died and 558 remained missing as at 8 am, including 260 foreign nationals. Two local villagers had been rescued. The mudslide occurred on the Nepalese side of the border on the morning of 26 August and affected the China–Nepal border area. The casualty and missing-person figures remain provisional while rescue operations continue.
The Ministry of Emergency Management said an initial team of 141 rescuers reached the port on Thursday morning, while a further 111 members of the China Search and Rescue team arrived in Gyirong County that afternoon. A high-altitude helicopter and communications and detection equipment were also deployed. Rescue personnel identified an upstream blockage as an immediate priority; debris about three kilometres upstream of the port cannot be cleared safely until that risk has been addressed. Reuters, citing Chinese state media and water authorities, reported that the dammed lake held an estimated two million cubic metres of water on Thursday morning and had begun to overflow. A further three million cubic metres was expected to enter over the following three days, while forecast rain could increase the risk of a breach. This was the official risk assessment available at the time and remains subject to updated monitoring by rescue and water authorities.
China has also published a revised set of Measures for Accountability of Party and Government Leading Officials for Ecological and Environmental Damage. The published text applies to leading members of county-level and higher local Party committees, governments and relevant departments, as well as relevant central Party and state bodies. Leaders in townships, public institutions, development zones and state-owned enterprises are covered by reference. The measures establish joint Party and government responsibility, accountability for failures of duty, legally and procedurally grounded enforcement, and lifetime accountability as governing principles.
The measures list conduct that may attract accountability, including decisions that breach ecological protection red lines, environmental quality limits or resource-use ceilings; inadequate responses to serious pollution or major ecological damage; false or superficial remediation of problems identified by inspections, audits or court decisions; and interference in regulation, judicial cases or project approvals. Falsifying environmental statistics, monitoring or impact-assessment data is also included. Available responses include warnings and formal criticism, organisational adjustment or other personnel action, and Party or administrative discipline, with suspected crimes to be referred to the appropriate authorities. Lifetime accountability applies even after a person has transferred, changed roles, been promoted, left office or retired. The text also requires decision-makers to consider historical causes, the seriousness of the damage, the response and the consequences, and to avoid indiscriminate or simplified accountability.
Australia
The Reserve Bank of Australia’s Payments System Board released an update from its August meeting on 27 August. The Board endorsed the RBA’s annual assessment of the Australian Securities Exchange’s clearing and settlement facilities. The assessment will be published after it has been provided to ASX, the federal Treasurer and the Australian Securities and Investments Commission. The Board acknowledged initiatives intended to improve the resilience of the existing CHESS system and safely deliver the first release of its replacement, but said significant challenges in governance, culture and risk management still required sustained attention. It said critical financial market infrastructure must be supported by robust and independent governance.
The Board also discussed the roadmap for account-to-account payments, including bulk payments, pull-payment capabilities, access gaps, standardisation and the future of the Bulk Electronic Clearing System. It said the RBA should consider further action in the public interest if industry participants could not make coordinated progress on modernisation. The Board endorsed consultation on how the Reserve Bank Information and Transfer System could support tokenised wholesale asset markets and tokenised money. It also noted the commencement that day of the Cash Distribution Framework Act 2026, which is intended to support the long-term sustainability of cash distribution, including access to cash in regional and remote communities.
United States
The United States Department of Justice and Federal Bureau of Investigation announced on 26 August that they had carried out court-authorised seizures of domains used by two cyber platforms known as QScan and QTRouter. The Justice Department said the platforms were operated by Nanjing Xinjiuwei Network Technology Company in China. It alleged that a group it calls QTFY used QScan to scan and infect internet-of-things devices around the world, then combined compromised devices, commercial proxy devices and leased virtual private servers into the QTRouter network to obscure the origin of intrusion activity. According to the department, the seized domains were hard-coded into the malware for communications and authentication, and their seizure rendered both platforms inoperable.
The Justice Department, relying on court documents unsealed that day, said the activity had targeted institutions including NASA, the Federal Reserve, the departments of Energy, Justice, and Health and Human Services, the National Institutes of Health and the US Senate. Reuters reported from the affidavit that the record included both successful intrusions and unsuccessful attempts. Attribution to a Chinese state-sponsored actor is an allegation made by the United States Government and in court documents. The Chinese Embassy in Washington told Reuters that it was not familiar with the specifics of the case, while saying that China opposes and combats cyberattacks under its laws and objects to the United States politicising cybersecurity or using national security as a basis for discriminatory restrictions.
