Sustenesis Daily Briefing — 7 November 2026: China, Australia and the United States

China

The Central Committee of the Communist Party of China released its circular on the election of delegates to the Party's 21st National Congress on 7 November, formally beginning the selection process. The congress is scheduled for the second half of 2027 in Beijing. A total of 2,360 delegates will be elected through 38 electoral units, with the process to conclude by the end of June 2027.

The circular provides for nominations and selection from the lower levels upwards, combined with consultation between higher and lower levels, repeated deliberation and successive screening. Organisational reviews must include competitive assessment and advance notice, while the final meetings must use competitive elections with a margin exceeding 15 per cent. Political standards are to take priority, with candidates deemed politically unqualified excluded; integrity and conduct are also subject to examination. The composition must include delegates from frontline production and work, specified representation of women and ethnic-minority Party members, and participants from fields including the economy, science and technology, defence, education, health, social administration and new forms of employment. The circular also requires supervision throughout the process and investigation of disciplinary or legal breaches.

Australia

Environment and Water Minister Murray Watt issued the Australian Government's weekly fuel-supply update on 7 November. He said Australia then held petrol equivalent to 41 days of consumption, diesel equivalent to 31 days and jet fuel equivalent to 28 days. The diesel figure was three days lower than a week earlier and jet fuel was down by one day. The Government said 48 fuel-carrying ships were on their way to Australia and that 2.8 billion litres had been secured for delivery over the next four weeks, including 1.5 billion litres of diesel. These figures are the Government's statement of the supply position on the day.

Under the Minimum Stockholding Obligation administered by the Department of Climate Change, Energy, the Environment and Water, regulated entities report weekly stocks held as at Tuesday, with aggregate data published on Saturday. The department also states that compliance is assessed by the physical volume held, not by the number of consumption days. Its published June-quarter 2026 figures show average industry stocks of 1.870 billion litres of petrol, 852 million litres of jet fuel and 3.304 billion litres of diesel, all above the minimum volumes then applying. The weekly update and the statutory stockholding system therefore provide, respectively, current supply information and the compliance baseline.

United States

US Customs and Border Protection published an interim final rule on heightened requirements for foreign importers of record in the Federal Register on 6 November. Made under Executive Order 14411, the rule establishes criteria distinguishing US and foreign importers of record, and imposes new requirements for foreign importers making entry and for licensed customs brokers verifying clients. It takes effect on 5 January 2027, when public comments are also due. Licensed brokers may apply before that date for delayed compliance with specified client-verification requirements, but all brokers are expected to comply fully by 6 May 2027.

An importer that does not meet the new US-importer criteria is classified as a foreign importer of record. A foreign importer validated through the Customs Trade Partnership Against Terrorism program may make eligible entries itself or hire a licensed broker. One that is not validated must designate a licensed and CTPAT-validated broker to make entry, or have that broker act as the importer of record. Before declaring that a client qualifies as a US importer, a broker must review evidence such as citizenship or permanent-residence documents, corporate charters, financial records or documents of title, and retain verification records for five years. The rule also permits CBP responses to inaccurate declarations, including requiring entry summaries at the time of entry, discontinuing immediate-delivery privileges and using other available enforcement measures.
