China
China’s National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Natural Resources, Ministry of Water Resources and National Government Offices Administration published an action plan for comprehensive resource conservation on 4 November. The notice directs relevant provincial authorities to implement the plan in light of local conditions. An accompanying NDRC explanation says the plan contains 22 measures across nine chapters, covering energy, water, food, land, minerals, raw materials and public conservation practices.
The plan translates parts of the resource framework into quantified targets for 2030. Compared with 2025, energy consumption per unit of gross domestic product is to fall by about 10 per cent, water use per unit of GDP by 10 per cent, and construction land used per unit of GDP by 15 per cent. Annual recycling of major renewable resources is to reach 510 million tonnes, while losses across the food supply chain are to continue declining. The measures also call for enforcement of energy-saving reviews and carbon-emissions assessments for fixed-asset investment projects, water-resource assessments for plans involving water development and use, dynamic evaluation of territorial spatial plans, and revisions to laws and regulations on energy conservation, the circular economy and energy use by public institutions. The five agencies said they would break down the targets, supervise implementation and track progress. Xinhua separately reported the plan’s release and its stated purposes of resource security and green transition.
Australia
Australia’s Department of Employment and Workplace Relations published general approval conditions for skilled-migration assessing authorities on 4 November and announced that they will apply to every approved authority from 1 January 2027. The conditions cover governance, quality assurance, data reporting, integrity, fair processes and services supporting migrants’ access to skilled-migration pathways. The department says authorities must continue to comply to retain approval, and that non-compliance may result in approval being revoked.
The conditions are imposed under regulation 2.26B of the Migration Regulations 1994. That provision permits the Skills Assessment Minister to approve assessing authorities and attach conditions, while the Immigration Minister must agree before a condition is imposed, varied or removed. The department also states that its assurance role does not extend to intervening in individual assessments, directing the application of occupational standards, overturning outcomes or requiring refunds. The new conditions therefore alter the governance and continuing-approval boundaries for assessing authorities; they do not create a new departmental appeal process for individual decisions.
United States
Voters in more than three dozen states considered about 150 state ballot measures during the 3 November midterm election. Based on reported counts, the Associated Press and Reuters called constitutional protections for reproductive freedom or abortion rights approved in Virginia and Nevada, a proposal to restore most abortion restrictions defeated in Missouri, and an abortion-rights proposal defeated in Idaho. Nevada’s amendment had received its first approval in 2024; the second vote this year completed the consecutive-election process required for inclusion in the state constitution.
Election administration and redistricting rules produced different outcomes across the states. Voters in California and Colorado rejected new identification-information requirements for postal voting, while voters in Ohio, North Carolina and Nevada approved constitutional amendments strengthening voter-identification requirements. Missouri voters rejected a Republican-backed congressional map, and Maryland voters approved an amendment that could permit the legislature to redraw congressional districts before the 2028 election. Missouri also approved an amendment requiring an 80 per cent vote in each chamber of the state legislature to alter citizen initiatives already approved by voters. These outcomes were called by news organisations from reported counts and remain subject to official certification. The Nevada Secretary of State, for example, says that the state’s general-election results remain unofficial until the statewide canvass, which must be completed by 13 November.
