China
The People's Bank of China announced on 4 November that it had reduced the interest rate on its relending facility for share buybacks and share purchases by 0.25 percentage points to 1 per cent, effective immediately. The facility is available through 21 national banks and five systemically important city commercial banks, with a 100 per cent support ratio and a one-year term that can be extended according to banks' needs. Participating banks may add an appropriate margin to the relending rate and set reasonable terms and rates for loans to listed companies or major shareholders.
The PBOC said banks had submitted applications for more than CNY200 billion in relending capacity after a meeting on 2 November and that it would continue to meet banks' demand for the facility. The figure represents capacity requested by banks, not loans already approved or disbursed to companies and shareholders. The facility supplies eligible banks with low-cost central-bank funding, after which the banks make their own lending decisions; the immediate change is to the cost and institutional reach of this dedicated funding channel.
Australia
The High Court of Australia heard two joined matters in Canberra on 3 and 4 November: Reddit, Inc. v Commonwealth of Australia and The Digital Freedom Project v Commonwealth of Australia. The cases concern Part 4A of the Online Safety Act 2021, which requires specified social-media platforms to take reasonable steps to prevent Australians under 16 from creating or keeping accounts. The restrictions took effect on 10 December 2025. Compliance obligations fall on platforms; children and their parents or carers are not penalised for platform use.
Reddit and the Digital Freedom Project argue that the regime places a disproportionate burden on the constitutionally implied freedom of political communication. The Commonwealth argues that the restriction is viewpoint-neutral, places only an indirect and limited burden on political communication, and is directed at reducing online harm to children. After the second day of hearings on 4 November, the matters were adjourned for judgment at a later date. The High Court has not decided whether the provisions are wholly or partly invalid, and the current account restrictions remain in force while judgment is pending.
United States
On 4 November, the Associated Press and Reuters each called control of both the US House of Representatives and Senate for the Democratic Party on the basis of vote counts from the 3 November midterm elections. The AP reported that Democrats had reached the 218-seat threshold required for a House majority and had won enough Senate contests to change control of that chamber. It also called a winner in all 435 House districts and the 35 Senate contests held in this election.
The calls mean that, after the new Congress takes office in January 2027, the Republican president's party will no longer simultaneously control the executive branch and both chambers of Congress. The House majority controls its agenda, committees and oversight processes; the Senate majority controls the chamber's agenda and the confirmation process for senior federal appointments. Media race calls are based on counted votes and the mathematical possibilities remaining; they do not replace the subsequent canvassing and certification of results under state law.
