Sustenesis Daily Briefing — 20 October 2026: China, Australia and the United States

China

China’s National Development and Reform Commission said on 20 October that it, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, the Ministry of Emergency Management and the State-owned Assets Supervision and Administration Commission had released the first 136 landmark application-scenario projects. The projects cover five types of scenario: new fields and emerging tracks, industrial transformation and upgrading, industry applications, social-governance services and public wellbeing. They involve more than 1,700 new technologies, 1,200 new products and 2,200 new standards and specifications.

The NDRC said the projects would offer private and small and medium-sized enterprises opportunities to validate technologies by publicly releasing lists of new technologies, products and business models to be tested. It also said the six agencies would support implementation through coordination mechanisms, access to production factors, linked reforms, an open scenario ecosystem and stronger regulatory capacity. Further projects are to be released on a rolling basis, and reform approaches that prove workable may be elevated into national policy when conditions permit.

The projects implement the national framework for cultivating and opening application scenarios announced in 2025. The NDRC then described a scenario as a setting in which new technologies, products and business models can undergo technical, infrastructure, commercial and institutional validation. It also said government agencies, public institutions and state-owned enterprises should open relevant resources to private companies, SMEs and research bodies. The 20 October announcement did not itemise investment amounts, delivery dates or responsible entities, so the confirmed information is limited to the total number of projects, their coverage and the stated implementation approach.

Australia

Independent MP Helen Haines, who represents the lower-house electorate of Indi, was struck by a vehicle and seriously injured outside her electorate office in Wangaratta, Victoria, on the afternoon of 19 October. Prime Minister Anthony Albanese confirmed that evening that a suspect was in custody and that Victoria Police, the Australian Federal Police and the Australian Security Intelligence Organisation were working together, with the Joint Counter Terrorism Team activated. He also stressed that the motive was not known and that it was too early to speculate.

AFP Commissioner Krissy Barrett said on 20 October that the Victoria Police Security Investigation Unit was leading the investigation, supported by the Victorian Joint Counter Terrorism Team. A 43-year-old man remained in custody. Barrett said the incident appeared at that stage to be isolated, with no known connected threats. State and federal police were identifying possible state and Commonwealth charges, which could include causing harm to a Commonwealth public official, an offence carrying a maximum penalty of ten years’ imprisonment. Any particular charge remains subject to the investigation.

Reuters reported, citing media and officials, that Haines’s major injuries included the loss of one leg and that doctors were working to save the other. Police had not identified a motive. Home Affairs Minister Tony Burke provided official figures showing that reports of threatening, harassing, nuisance or offensive behaviour directed at parliamentarians, senior office-holders and protected locations rose to 1,067 in the latest financial year, from 951 in the previous comparable period. That broader data does not establish a motive in this case.

United States

US President Donald Trump signed an executive order on 19 October directing the Health and Human Services Secretary, acting through the National Institutes of Health director, to establish a Women’s Health Division within an appropriate NIH institute or centre within 90 days. The new division is to coordinate with, rather than replace, the NIH Office of Research on Women’s Health, which was established in 1990.

The order directs the division to strengthen scientific review of understudied women’s health conditions, coordinate basic and clinical research, improve data and research methods that capture sex-specific outcomes, increase the inclusion of women and girls in clinical trials, and hold grant recipients accountable for complying with the NIH policy on sex as a biological variable. It is also charged with helping translate research findings into clinical practice and public-health implementation at federal, state and local levels.

The order also creates a White House Women’s Health Task Force, co-chaired by the Health and Human Services Secretary and the White House Chief of Staff. Its membership includes leaders from the agriculture, labour, education and veterans’ affairs departments, as well as the Environmental Protection Agency, Food and Drug Administration, Centers for Disease Control and Prevention, NIH, ARPA-H and the Centers for Medicare and Medicaid Services. HHS is to fund the task force’s administrative costs, while implementation of the order remains subject to existing law and available appropriations. The order revokes Executive Order 14120 of March 2024 and the November 2023 presidential memorandum that created the White House Initiative on Women’s Health Research.
