Sustenesis Daily Briefing — 18 October 2026: China, Australia and the United States

China

China’s commerce and science ministries have released a draft revision of the country’s technology export-control catalogue that would prohibit or restrict exports of 12 solar-manufacturing technologies. Proposed prohibitions cover technologies used for some thin silicon wafers, perovskite and tandem solar cells, and large-scale fluidised-bed polysilicon production. Advanced cell-manufacturing technologies including TOPCon, heterojunction and back-contact processes would be restricted rather than banned outright.

The Ministry of Commerce said solar technologies were increasingly being used in sensitive fields such as aerospace and defence, creating a need for closer oversight to prevent uncontrolled or improper dissemination. The solar provisions form part of a broader revision covering artificial intelligence, biotechnology and photovoltaics. Until the catalogue is finalised, relevant overseas technology transfers must be registered. Public consultation closes on 15 November; the items and procedures remain proposals pending a final instrument.

Australia

Australia’s Chief Veterinary Officer, Beth Cookson, confirmed that samples from a southern elephant seal and a kelp gull on Macquarie Island tested positive for highly pathogenic H5N1 avian influenza. This is the first recorded H5 event on Macquarie Island and Tasmania’s first recorded detection of the virus in a marine mammal. The island, between Tasmania and Antarctica, is an important breeding site for southern elephant seals.

Officials said there was no evidence of mammal-to-mammal transmission in Australia, no detections in poultry or the agricultural production system, and that the risk to people remained low. The Department of Agriculture, Fisheries and Forestry continues to advise people not to touch sick or dead birds or other animals and to report them through the Emergency Animal Disease Hotline. The federal government had already decided to withdraw research-station personnel, citing among other factors the psychosocial risk of a possible outbreak to expeditioners. Expert assessments indicated that the virus could cause a significant elephant-seal mortality event during the approaching breeding season.

United States

The United States Federal Election Commission remains unable to decide most core matters during the 2026 midterm election cycle because it lacks a quorum. The commission’s website lists only two serving members in its six seats: Commissioner Acting as Chair Shana Broussard and Commissioner Dara Lindenbaum. Under federal election law, key actions such as investigations, enforcement, rulemaking and formal advisory opinions generally require at least four affirmative votes.

The commission lost its four-member quorum on 1 May 2025 and fell to two commissioners in October that year. In court filings, the FEC has said that without a quorum it cannot authorise some investigations or litigation. The Washington Post reported on 17 October that the commission also cannot issue formal guidance to campaigns on fundraising and spending rules, while reports of possible violations awaiting action increased from 21 before the loss of quorum to 157 in the latest quarterly report. The newspaper also reported that the commission collected no civil penalties in the 2026 financial year. Campaign-finance disclosure systems and routine filing requirements continue to operate.
