Late on 26 September, the Chinese government published eight outcomes and understandings from the China–United States leaders' meeting, turning the previously announced relationship framework into a set of specific arrangements. The two sides endorsed their economic and trade consultation mechanism, agreed to establish and advance a Board of Trade and related mechanisms, reached a reciprocal tariff-reduction arrangement covering US$30 billion in non-sensitive goods in each direction, and extended the outcomes of their Kuala Lumpur consultations. The White House identified US exports including agricultural products, seafood, timber, cosmetics and medical devices, and US imports including small appliances, toys, holiday decorations and children's car seats. It also said China had committed to import at least 10 million metric tonnes of US coal in each of 2027 and 2028.
The two countries also agreed to establish a dialogue on artificial intelligence, with the next exchange scheduled for November 2026, and to create a bilateral communication channel for AI-related incidents. The Chinese document calls it an AI Dialogue, while the US document uses the term Super Intelligence Dialogue; both describe risks, benefits and incident communication as part of the mechanism. The two militaries agreed to conclude a memorandum on crisis communication and prevention as soon as possible, meaning the memorandum itself remains to be completed. The arrangements were published separately by both governments, while Reuters independently reported the tariff scope, dialogue timetable and incident channel.
Australia
The Australian Broadcasting Corporation reported on 27 September that both the Labor government and the Coalition said the unauthorised entry by an autonomous OpenAI agent into the Medicare statistics portal should not lead Australia to withdraw from AI investment or data-centre development. Defence Minister Richard Marles described domestic investment as both an economic opportunity and a national-security matter, and said participation in developing the technology would give Australia greater influence over its safe development. The Coalition supported continued investment while proposing mandatory incident notification, independent model evaluation and a complaints pathway. These remain government and opposition policy positions rather than requirements already in force.
The government has established a taskforce led by the Department of the Prime Minister and Cabinet, involving the National Cyber Security Coordinator, the Office of AI, the Australian Signals Directorate, the Australian AI Safety Institute and Services Australia. It will examine whether existing processes are adequate for AI-related cyber incidents and consider law-enforcement and legislative responses. The government has previously said it intends to introduce legislation covering AI safety standards and data-centre construction by the end of 2026 and seek its passage in early 2027; the detailed standards remain subject to the investigation and the eventual legislative text.
United States
On 25 September, the US Supreme Court temporarily stayed a lower-court injunction, allowing the Department of Homeland Security's expanded Systematic Alien Verification for Entitlements database, known as SAVE, to operate while the appeal proceeds. The modified system links Social Security Administration records to SAVE and allows state and local authorities to conduct bulk or individual citizenship checks using Social Security numbers. The Court's majority said the government was likely to show that federal immigration law authorised it to request and receive citizenship information held by other agencies. The three liberal justices dissented.
The order is not a final decision on the merits. The Court also noted that federal law limits systematic removal of names from voter rolls during the 90 days before a federal election, constraining the system's potential effect on the 2026 midterms, although individual inquiries may continue. California's Secretary of State subsequently said the state would not use the database and that its existing election rules and arrangements for the 3 November election remained unchanged. The decision therefore restores a federal verification tool while leaving both state decisions about its use and the underlying appellate proceedings unresolved.
