China expands export-licensing controls on specified chemicals bound for North America
On 22 September, Reuters reported, citing a statement from China’s Ministry of Commerce, that China had added two piperidone compounds to its export-control list for precursor chemicals. The compounds are structurally related to a known fentanyl precursor.
The new arrangements apply to exports of the chemicals to the United States, Canada and Mexico. Exporters will be required to obtain permits before shipment. The measure changes the export procedure for specified chemicals and destinations; it is not a general export ban.
The ministry statement is the current official basis for the expanded scope and permit requirement. Public reporting did not specify processing times or approval criteria for individual permit applications.
Australia
Victoria sets out siting, energy and water conditions for data centres
On 22 September, the Victorian Government released its Sustainable Data Centre Action Plan. Under the announced arrangements, new data centres would be excluded from residential areas, locations near schools and childcare centres, and rural areas unable to support their requirements. A 150-metre buffer would apply between new developments and homes.
New projects would have to secure their own renewable energy and pay for grid connection and network upgrades. Cooling systems would need to use recycled or non-potable water, or offset drinking-water use. The plan also provides for community consultation, local investment, construction jobs and longer-term skills training, while retaining noise, fire and safety requirements.
The government said 19 data-centre applications in the pipeline were seeking a combined 19,714 megalitres of water a year, about 4 per cent of Melbourne’s current supply. The new conditions would not apply to more than 50 existing data centres or projects already in the planning process. The government intends to implement the plan through the planning system and related measures.
United States
Federal appeals court backs Missouri’s new congressional map, but the ruling has not taken immediate effect
On 21 September, the US Court of Appeals for the Eighth Circuit ruled that Missouri could use a Republican-drawn congressional map and directed a lower court to issue a permanent injunction preventing the secretary of state from enforcing an earlier Missouri Supreme Court order that had paused the new map.
The appeals court stayed its own ruling until 5 pm Central Time on 28 September, allowing opponents of the new map to seek emergency relief from the US Supreme Court. State officials have said they will continue preparing for the November election using the 2022 districts until the Supreme Court acts, and some absentee ballots have already been sent using that map. The appeals decision therefore has not immediately changed the districts being used for the election.
The dispute concerns Missouri’s attempt to redraw its congressional districts between decennial censuses. Opponents have said they will file an emergency Supreme Court application. Whether the Supreme Court leaves the present pause in place will determine whether the new map can be used in this election.
