The National Bureau of Statistics’ Service Sector Survey Centre and the China Federation of Logistics and Purchasing released the August purchasing managers’ indices on 31 August. The manufacturing PMI was 49.8, up 0.6 percentage points from July but still below the 50-point threshold. The non-manufacturing business activity index was unchanged at 49.0, while the composite PMI output index rose 0.2 points to 49.5. Readings above 50 generally indicate month-on-month expansion; readings below 50 indicate contraction.
The manufacturing production and new-orders indices rose to 50.4 and 50.6 respectively, returning both measures to expansion. The statistics bureau said PMI readings increased from the previous month in 16 of the 21 manufacturing industries surveyed. The equipment-manufacturing and high-technology manufacturing indices were 51.4 and 52.9, while the consumer-goods and energy-intensive industry indices were 49.0 and 47.9.
Conditions also differed by business size. The PMI for large manufacturers rose 1.1 points to 50.6. The measure for medium-sized firms declined 0.3 points to 49.4, while the small-firm index increased 0.5 points to 47.9. Within non-manufacturing, the services business activity index was 49.3 and construction was 46.9. The bureau attributed part of the decline in construction activity to heavy rain and typhoons in some areas. Reuters reported that the manufacturing figure exceeded the 49.6 median forecast in its survey, although the broader manufacturing and non-manufacturing measures remained below the threshold.
Australia
The Australian Government announced on 30 August a further A$3 million in humanitarian assistance for response and recovery after flooding along the Nepal–China border, taking its support for the disaster to A$8 million. Of the additional funding, A$2 million is allocated to hygiene kits, solar lighting and other humanitarian supplies requested by Nepal. The first supplies are to be transported from Queensland by the Royal Australian Air Force. A further A$1 million will support the Emergency Action Alliance appeal, bringing the government’s contribution to that appeal to A$2 million.
The government’s announcement said 42 Australians remained unaccounted for and that 12 Australian response personnel were in Kathmandu, including crisis-response staff, consular officers and Australian Federal Police. On 31 August, Assistant Foreign Minister Matt Thistlethwaite said the number of unaccounted-for Australians had risen to 43. ABC News reported that Nepalese police had confirmed at least 794 deaths and that at least 933 hydropower workers were believed to remain trapped in tunnels.
The government described the A$3 million commitment as a second tranche of assistance and said damaged roads and bridges were complicating the delivery of emergency supplies. The figures for missing people and casualties remain subject to change as searches and identification work continue.
United States
US Central Command spokesperson Tim Hawkins confirmed that US forces struck two rocket launchers on Iran’s Larak Island on 30 August. It was the first publicly confirmed US attack on an Iranian target since late July. The United States said Islamic Revolutionary Guard Corps personnel had been preparing to launch rockets carrying sea mines into the Strait of Hormuz and described the operation as a limited, precise action against minelaying forces.
Iran’s Revolutionary Guard said through Iranian state media that several military personnel and civilians had been killed or wounded and that it would respond. Iranian state television later said Iran had launched ballistic missiles at bases used by US forces in Jordan. Jordan’s armed forces said its air defences intercepted eight missiles that entered Jordanian airspace. Reuters, citing a US source, reported that nearly all incoming missiles had been intercepted and that there had been no significant impact at the time of reporting. The parties’ accounts of targets, damage and the justification for their actions have not been fully and independently verified.
The US military said it had completed work to clear sea mines from international shipping routes through the Strait of Hormuz during the preceding week. The Associated Press reported that a multinational coalition overseen by the US Navy said on 30 August that commercial traffic through the strait remained at reduced levels. US Central Command said that, by that day, the United States had redirected 83 commercial vessels and disabled three vessels during its blockade of Iranian ports.
