Brazil Builds AI Non-Alignment into Its Infrastructure

Fact: on 20 August, Brazil announced about 2.3 billion reais in AI investment. Of that, 1.3 billion reais will support supercomputing infrastructure in Rio de Janeiro with Huawei and iFlytek, while roughly 1 billion reais will fund a separately tendered supercomputer in Rio Grande do Norte. The government also announced plans for a national cloud, open-architecture chips and an algorithmic-transparency centre.

The sources interpret the split as an effort to avoid dependence on any single company, technology or country. My judgement is that Brazil is writing diplomatic non-alignment into its technical architecture. Digital sovereignty need not mean making everything domestically; it can mean preserving the ability to switch and negotiate. Yet a dual technology stack also raises integration, skills, energy and governance costs. If software, data and operations remain externally dependent, two machines do not automatically amount to autonomy.
