If we look only at this headline, it is easy to be drawn in by the tension it implicitly creates. This is a technique commonly used by today\u2019s news media: readers focus on the content itself, while media platforms focus on capturing readers\u2019 attention\u2014often by deliberately manufacturing tension to attract clicks.<\/p>\n\n\n\n

In this case, the tension is obvious. Security agencies themselves would fall within the scope of a Royal Commission\u2019s scrutiny, so the decision of whether to establish such a commission cannot simply rely on the views of security experts who may themselves become subjects of the investigation.<\/p>\n\n\n\n
